Andrea Pugiotto is a full professor of Constitutional Law at the University of Ferrara. He was a member of Table XVI of the General States of Penal Execution. His studies and research are driven by two fundamental options, both of liberal origin: the Constitution as a rule and limit to power, and law as tamed violence, therefore a non-violent technique for the affirmation of rights.

From this dual perspective, he investigates the constitutional dimension of punitive law: the death penalty and life imprisonment, victims of crime and imprisonment, forensic psychiatric hospitals (OPG) and detention centers (CIE), prison overcrowding and torture, individual and collective clemency, techniques of constitutional judgment applied to law and penal execution.

He has dedicated numerous essays and several books to these topics: l delitto della pena (Ediesse, 2012); Volti e maschere della pena (Ediesse, 2013); Gli ergastolani senza scampo (Editoriale Scientifica, 2015); Costituzione e clemenza (Ediesse, 2018).
